Sacramento -- The Assembly approved legislation by Assembly Members Helen Thomson (D-Davis) and Don Perata (D-Oakland) early this morning that would require HMOs and other private insurance companies to provide full coverage for biologically-based severe mental illnesses and emotional disturbances of children.
